Summary

Responsible for the day-to-day administration and oversight of the site's Toxic Substances Control Act (TSCA) compliance program. The role evaluates chemicals, mixtures, articles, raw materials, components, and process changes for applicable TSCA requirements before import, purchase, manufacture, processing, use, distribution, or disposition. The Specialist maintains defensible compliance records, coordinates cross-functional controls, monitors regulatory changes, supports reporting and notifications, and helps ensure that regulated substances and articles are managed in accordance with applicable federal requirements and company procedures.

Key Responsibilities

• Administer the site's TSCA compliance program and maintain procedures, work instructions, decision records, and compliance calendars for applicable TSCA obligations.
• Review new chemicals, mixtures, raw materials, battery materials, components, articles, and process changes before procurement, import, manufacture, processing, use, distribution, recycling, transfer, or disposal.
• Confirm chemical identities and regulatory status using supplier documentation, Safety Data Sheets, Chemical Abstracts Service (CAS) numbers, composition data, and applicable EPA resources; document inventory, exemption, exclusion, and article determinations.
• Evaluate whether planned activities may require review under TSCA Section 5, including premanufacture, significant new use, low-volume, research-and-development, polymer, or other applicable new-chemical requirements.
• Track site-specific manufacture and import volumes and coordinate data collection, applicability reviews, quality checks, and submissions for Chemical Data Reporting and other applicable TSCA reporting obligations.
• Assess and implement applicable TSCA Section 6 risk-management requirements, restrictions, prohibitions, recordkeeping, labeling, downstream notification, and workplace chemical protection measures in coordination with Industrial Hygiene, Safety, Operations, and Legal.
• Maintain a controlled TSCA chemical and article inventory with regulatory status, use, location, supplier, annual volume, import/export activity, applicable restrictions, approval status, and supporting documentation.
• Establish and maintain a chemical/change-review workflow so TSCA approval is completed before introducing a new material, supplier, formulation, process, use, import route, product, recycle outlet, or disposition method.
• Perform routine program audits and field verifications; document findings, assign corrective actions, conduct root-cause analysis, and verify timely closure and sustained countermeasures.
• Monitor federal TSCA regulatory developments and EPA risk-management actions; assess site impact, communicate changes, and lead implementation plans with accountable owners and deadlines.
• Develop and deliver role-based TSCA training for Procurement, Logistics, Engineering, Production, Quality, Environmental, Safety, and other employees whose work can affect chemical compliance.
• Prepare accurate metrics and management updates covering chemical reviews, approval cycle time, open data gaps, import certifications, reporting status, audits, corrective actions, regulatory changes, and compliance risks.
• Support agency inspections, information requests, internal reviews, and legal evaluations by organizing records, explaining program controls, and coordinating timely responses through Environmental leadership.
• Serve as the technical TSCA point of contact for cross-functional projects while maintaining clear role boundaries with Waste, Dangerous Goods, Product Stewardship, Industrial Hygiene, and Legal functions.

Education/Experience:

• Bachelor’s degree in Environmental Science, or science-related degree or equivalent related experience
• 3-6+ years of environmental experience
